When I try to set program access and defaults from the Start Menu, a box appears saying: An exception occurred while trying to run "Shell32.dll,Control_RunDLLappwiz.cpl,,3"

A moment later a box appears saying: Run a DLL as an App has encountered a problem and needs to close.
I don't know what this means or what to do. Can someone help?

Try this: Go to Start > Run and then Copy/Paste the following in the 'Open' window.

%SystemRoot%\system32\control.exe appwiz.cpl,,3

Then click OK.

Thank you for the tip, but the same thing happens when I copy and paste the line you suggested.

The "an exception occurred, etc." box , and a moment later the "run a DLL as an App, etc." box both show up on the screen.

Any other suggestions?

It looks like something is corrupted. You can 'try' the System File Checker (SFC).
