Ok, just today, I've not been able to run most my games anymore. In the error report thing, it says that theres an error with D3D9.Dll on all of my games. (Which includes F.E.A.R, Halo, and all my emus) Even when i run DXDiag, it gives an error which doesn't appear anymore... Any help?

Try reinstalling DX9 and see if that solves your problem. If not download the directx uninstaller and remove 9 completely. Then do a fresh install of directx9.

You could also try getting the latest driver for your graphics card if the above does not work.
