Problem With Taskbar!!!

I have double similar icons on the taskbar appearing at the same time. no matter how i reorganise them and remove the double one, the problem would appear when i restart again. the icons just doubled itself and appear anywhere on the taskbar. also, recently my system became slow after open windows explorer but before that the speed is like before. what is wrong?

if you have dual language keyboards i.e. control panel >>reginal.lang.....>>language tab, details, look there if you have anything other then english.
