I restarted my computer today and for some reason windows woulndt load. it would boot up, go to the loading screen, then it would stop at "windows is starting up"..not frozen, i can move my mouse but it doesnt not continue loading. It loads in safe mode, and loads in boot logging mode. I uninstalled all new programs i had installed in the past week but it still continues to do that.
What could be wrong?

In Safe Mode, you might try going to Control Panel > Administrative Tools > Event Viewer > Application, and see if there are any errors noted.
It's been my experience, though, that video drivers, by far, cause the most problems. If you don't find anything in Event Viewer, you might try uninstalling your video driver and rebooting normally to see if Windows loads. If so, reinstall the video driver. that's just an educated guess.

How long did you let it keep trying?. With the specs that you gave and if you installed a lot of programs right before this started..there is a good chance that your system was kept busy with all the new programs trying to start at one time. The 256 megs of ram just couldn't handle it all and has to slow way down to proccess everything.
While I agree with the above post to a degree a bad driver file will almost everytime lock up the pc, especially in XP.
Now that you have uninstalled everything you have to clean it out
go back into safe mode with networking and google for the following:
spywareblaster
spybot S&D
adawareSE
Ccleaner
winpatrol
download >install > update and then run them one after the other
winpatrol will help you shut down any start up programs that are hogging your system resources..It can either remove them or stop them from starting when you boot.
and if you do anything else...buy more ram

try safe mode and last known good configuration. See if that helps.
If you have an XP disc, you could try a repair install, because you may have some corrupt drivers. Probably the repair install would be the answer.
