I don't understand, are you saying when you press F8 the machine doesn't go to safe mode?
You know that you have to press F8 when the CMOS screen comes up right? That's the screen that comes up black and white when you first start your computer.

If you're logged into Windows, F8 will not "Switch" you to Safe Mode. You need to reboot, and after the POST screen (CMOS is the not relevent here), THEN you press F8 to get your Safe Mode Options menu.
