Based on the very limited information provided I can only suggest malware or a bad add-on. Try running IE without add-ons and do a full malware scan.

because it is not connected...why not give us some information to work with?
1- how are you connecting? Wireless or ethernet
2- Have you checked to see if the use proxy server is unchecked in your connections?

Crystal Balls are real expensive and don't work 1/2 the time ;-)

I have heard of people disabling their anti-virus on their PC in an attempt to fix this issue. I would not recommend this as this is a key defence against attacks from the internet. I also found that disabling the add-ons didnt help either. I only have a few of these so not too difficult to figure this out.

To resolve my issue with IE Not Responding I ended up going in to Tools > Compatibility View Settings... and then selecting "Display all websites in Compatibility view" then click on OK and restart IE 8.

IE 8 then works fine and so far hasn't come up with th annoying Not Responding issue.
