Try this downloader Fresh Download and see if it works?
Have you scanned your system for spyware/viruses??

If you are having problems with your internet speed or your connection to the internet, or the server at the place you are trying to download from has a problem, the file may never finish downloading.
If it is only some places you have problems downloading from, if there is a choice of other locations you can download from, try the other locations. e.g. Asus currently has major problems like that.
If not, try again later.

If downloading does not work wherever you download from, there is probaly a problem with your internet speed.
Try re-booting. Try unplugging the power to your high speed modem or combo router/modem for a few seconds, plugging it back in - that forces the modem to establish a good connection to your ISP - it may take a few minutes before the leds indicate the modem or router/modem is working properly.

If you are connected to the internet wirelessly you are much more likely to have problems than with a direct network cable connection.

You could but I doubt it would help, expecially if downloads worked okay when it was there before.
Your problem probably lies elsewhere. Try the unpluuging the modem thing.
