Specs: Windows XP PROFFESIONAL
DELL VOSTRO 1015 PUSH POWER BUTTON TRIES TO START DOESNT.TRY SECOND TIME AND IT STARTS BOOTS UP.IS IT THE POWER SWITCH?

Most likely yes.

Note: do not use all capital letters when you post on a forum. It's the equivalent of shouting and forum helpers do not like being shouted at. Many helpers will simply ignore any posts which are typed in capital letters.

Computer power buttons rarely go bad. Explain what you mean by "TRIES TO START DOESNT". If pressing the button the 1st time triggers some sort of action from the computer (lights, fans, etc), the button is working as it should; that means something else is the problem. My guess would be the power supply. Dust is another possibility. When's the last time you opened the case & blew the dust out of it?

EDIT: I just released you're asking about a laptop. Try blasting out the cooling vents with compressed air while the laptop is shutdown, do NOT use a vacuum due to the possibility of a static discharge.
