@ the startup options menu choose safe mode command prompt only..you may have C:\documents and settings\administrator\desktop..
type cd\ press enter (no space after cd} you should now have c:\ just type del "c:\path of the file" (del "C:\my files\bittorrent-EXPERIMENTAL-UNOFFICIAL-3.2.1b-1.exe") make sure you add the quotation and press enter.Goodluck

I've had similar problems, if this doesn't work or it still won't let you delete it, enter all the commands but don't hit enter. Hit ctrl+alt+del, look at the processes and kill "Explorer.exe," not Iexplore.exe. Then go back to the command prompt and hit enter (executing the delete). Some of the delete protection stuff is run (or at least controlled) by Explorer. Give it a second and your desktop should come back on its own.
Good Luck

If he program is "achive", try movign it to another folder. If it is not, change the file to "archive", move it to another folder, and shift+del. it usually is just a corrupted memory string, which gets corrected when the header of teh file is deleted. (yes, windows, only deletes teh headers of files, which is how "undelete" programs work).
