Problem opening programs and connec

It all started after returning after summer to my flat, and after setting up my computer the internet would not connect. All I get is "Limited or no connectivity".
originally i thought the problem could have been the Norton Firewall that was installed over the summer. So i did a system restore to a time at the start of the summer when the internet worked, this did not help. So I undid the restore...
And now hardly any programs will open Internet Explorer and Norton in particular.
I have since run scans with Ewido anti-malware and Ad-Aware.
These came up with a problem file which i have got rid of but the problem still remains!
I have tried everything I can think of...Please Help!!

get rid of the nortons.
they are a pain in the neck.
try going to internet options, programs, resetting the internet explorer options

I agree with mountain... remove norton.

Uninstall it and download the removal tool here:

Download Avast and use this instead for now (keep it if you decide you prefer it):

Avast HERE

After installation let it run the boot-time scan.

Keep a pad and pen ready. If there are any malware detected during the scan let us know what they are and choose to quarantine them one at a time.

Also can you describe exactly what happens when you try to open up a program... e.g. system hangs, or, get error message....

start > run and type
cmd

hit enter

when the command prompt comes up type this:

ipconfig /release

(notice the space before the / )

hit enter. after it releases the ip then type:

ipconfig /renew

(notice the space before /)

hit enter and wait a bit till it resets your ip address and gateway address.

Then check your internet connection.

If you still have issues then you need to download the program from here and transfer it and run it on the other machine :

I did try and uninstall Norton before i did the system restore but to no avail. And the link btk1w1 gave me actually means you have to startup Norton, which I can't do. I downloaded the Avast installer on another PC but it does not open either.
Also, lurkswithin I have tried your advice but it has still not resolved the problem!!
HELP!

Heya Munch,

Try the "Last known good configuration" option.

To do this restart your pc and during boot-up tap the f8 key as though you're booting into safe mode. When you get the "safe mode" option screen up on your computer arrow up to the selection "Last Known Good Configuration (your most recent settings that worked)" and hit enter. Once this is done your computer should restart and load windows as normal.

Try opening a few programs and also see if your explorer is working.

The reason why you are instructed to run norton is so you can retrieve you producy key and use it if you decide to reinstall. This information should be on the packaging that was provided with the norton product. Other than for this reason there is no need to run norton at all.

I have run the uninstaller after Norton has been uninstalled, I actually prefer to run it this way because it cleans up the random files and registry entries left behind after an uninstall.

Be sure though, to download the correct version which correlates to your norton product.

I have also checked the Avast link and installer and it works fine here, I am unsure why it will not work on your other pc.

Also if you have a usb flash / pen drive (any external usb memory device) you can copy the Avast "setupeng" file onto this and then transfer it directly onto your other machine and run the installer. This will save time downloading it again.

Tried last best settings-still no change
I can't seem to un-install Norton. I get an error message saying "The specified module could not be found"
I did download the Avast installer and transfered it with a pen drive but it would not let me opene the installer.

accept the license agreement and install.

Once installed and opened click "Do a system scan and save a logfile", copy and paste the text file it opens back here.

Don't use it to fix anything just yet as it will bring up legitimate processes as well as bad ones, I will need to analyse them.
