Problem deleting TIF

Hi friends,
I deleted TIF through Internet Options -->View Files, select all and shift+delete. If I close IE and reopen it, the same files still remain.
Tried deleting in Safe Mode but the same files still remain.Tried Safe Mode with command prompt and tried deleting all files in History, Temp and TIF folders in C:\Documents and Settings\Default User\Local Setings as well as C:\Documents and Settings\<User name in question>\Local Setings to no avail.
The customer said that he also attempted a virus scan after downloading the latest virus definitions.

Open the command propmt window,"with the cmd prompt windows still open" pull up the task manager and end task on explorer.exe
Go back to the command propmt window and navigate to the path of the file and delete it.When you are done load explorer.exe again using the new task button in the task manager.
