Can anyone please suggest how to prevent users from changing the background wallpaper on the desktop?
Users are already prevented from accessing display properties (by right clicking on the desktop), through group policy, and it works. However many users on this common computer manage to change the wallpaper(usually to obscene ones), by opening a picture file, right clicking on it, and clicking on "Set as wallpaper". (Or going to "File" menu and by clicking on "Set as wallpaper"). So the group policy implemented here (of disabling access to display properties) does not serve the purpose.
Is there any way of disabling this option "Set as wall paper"?
There are two user accounts. 1) Administrator (Password protected) 2) OtherStaff (No password). This PC is always "on" with "otherStaff" user account so that the employees can use this PC for common work with limited network access, without logging in with individual user accounts.

Add another DWORD NoChangingWallpaper to the machine registry to disable the ability to change wallpapers. Look HERE for more info.

Just in case you have smart PC users working for you, you can double enforce your No Wallpaper Change policy if you follow this MSKB Q327998 after you have applied the DWORD previously explained to you.
