One of my users uses efax software and it wont allow him to run it as a user. I do not want to give him priveleges under power users or as an admin. Is there a way to give him admin rights to that software only?

What you probably need to do is make some registry changes, and then grant the user Full Control of the program's folder (usually located within C:\Program Files).

You'll need to make sure the security permissions on all the registry keys are set so that Everyone can use them. And you might also need to copy some to the end user's hive. Try checking the software manufacturer's website to see if they have this stuff documented...
