if you were missing around with inside your pc or changing the mobo you may have put the power led connector in the wrong pin or your bios configuration is wrong...if so flash the bios(read more in your mobo manual) or put the connector in the right pin

Janarthanan,
One of the problems with your message is the use of a long convoluted sentence.:-) I mean no offence pal;it takes away the emphasis you are trying to make on the real issue(s).
When I rearranged the order of the words you used and converted the message to multiple shorter sentences in my mind, I understood the situation to be:
1.when you do a Cold Boot [starting the PC from a 'Power Off State' by turning the On/Off Button of the Computer case and On/Off ATX Switch if any]you are not getting any Video Display on the Monitor Screen.
2. However, you see blinking of the Power LED on the Front of the PC case. [You are infering from this observation and your sentence takes on a 'new life' to convey to the reader, "don't tell me I have a PSU problem"]
3. You also observe (by testing) at this time that you can Eject and Close the CD tray. Further more, you are seeing or hearing the case Fans or the PSU Fan or possibly the CPU Cooling Fan spinning. This additional observation further strengthens your diagnostic hypothesis that "All is probably well with the PSU" and you want to steer the Troubleshooters away from the "Failing PSU theory" to something else you have not thought about.Your use of "but the pc is working," seems to emphasize that point.
4.Repeated Restarts finally get your PC booting up to Windows and the Power LED is now steady. This seems to shake your hope about the PSU a little bit; since no one has opened the case, you believe it is not a loose LED Power Connector on the MoBo either!
I am still not convinced whether your PSU is delivering 5volts on all the Molex Connectors because of a problem with inadequate PSU Power or failing PSU .Or is this much more sinister like the early signs of a Failing MoBo?:-(
1.`My Initial impression: Failing PSU
2. Failing MotherboardA very good hardware SPEC would have a helped a little bit more in the pursuit of the right diagnosis: What is the MOB? What PSU is in this PC? are really important Qs.
Use of a Better PSU would be my first Diagnostic Trial as it is cheaper and quicker and of the two Possibilities the more likely one.
M
