Power goes on and off on start-up

When i turn on my PC fans on pc spin, then stop, then come on again. Is that normal? i dunno if its always been doing it, as i just bought it like this 2nd hand.

It may be just a loose connection, take the cover off and make sure the power supply cable is snug in the socket
