If you mean: "how does one know if the tv output on a graphic card has failed (doesn't work)...?" then if the signal from it is no good when viewed on a suitable monitor/tv etc... I guess the tv out has failed?
But useful also to check in the user-guide for the card; so as to ensure you have set the card up correctly?
