possible bad cpu?

CPU/Ram: amd duron 900/ 320MB SDRA

Last week I tried to turn on my pc and got nothing. It eventually came on but the hard drive did not power up. However when I unhook the IDE cable the hard drive powers up(and I know its not on backwards). I have even used a second hard drive and got the same results. Also, there isnt any video. I had an ECS k7s5a motherboard with an AMD Duron 900 processor. I thought perhaps something was fried on my motherboard so I bought a new one(ECS K7S5A-PRO), but it didnt work(or I wouldnt be posting). I have the same problem. The hard drive (both of them) work fine in another pc, my memory worked fine in another pc. Can anyone help me?

I would replace the power supply. If that doesn't do it. Then it is possible that it is your Processor.

I have measured the voltages of my power supply and they read normal I also tried a different power supply with the old motherboard. Can the cpu heat up even if it is bad?
