popup frame w/ red x won't go away

I have been having incesasnt problems with xp - cox popup blocker DOES not work - tech. help was useless. Still getting 20 popups at a time - I keep checking my control panel and removing newly installed junk. When I do run the cox spyware detector and try to follow the directions from pestpatrol to manually remove the ones it can't delete - the values are not in my registry.

also, I have a red X frame that will not go away. It comes up minutes after I reboot - frame is empty but cannot be minimized or closed.

OE also freezes up daily - have to reboot just to check my email.

This all started a few weeks ago when I was trying to download a sound effect for my class - I have no clue what I downloaded instead - I just want to get rid of it.

HELP!

I have tried this before (a few weeks ago and am still having major problems) and let it "fix" things that didn't sound important but I have no clue what is and isn't

I copied the log of things I left - can you tell me if any are "trash" or unnecessary?
