I have always had good luck with the built-in pop-up blocker of the google toolbar (http://toolbar.google.com), which is free.
Most non-IE browsers come with it built in as well (mozilla, opera, firefox)

Microsoft is coming out with SP2 for XP. This will install a popup stopper which has long been missing in I.E. There are beta versions of SP2 avail for download. I am using one and it works fine.
