Plug and Play does not work

Looks like pnp does not work. I connect new device to USB and Windows cannot recognize it. I enabled OS based PnP on BIOS level. I also found a problem with USB controller in Systsm/hw/devices. All USB's plugged devices work, however. How can I resolve the problem with PnP?
