Plug and Play does not work

OS: Windows XP
CPU/Ram: p4/512

Looks like pnp does not work. I connect new device to USB and Windows cannot recognize it.
I enabled OS based PnP on BIOS level.
I also found a problem with USB controller in Systsm/hw/devices.
All USB's plugged devices work, however.
How can I resolve the problem with PnP?

sheinial: before you plug in a USB device, you may have to install a driver for the device.
check the instructions for the device.
