almost any video editing will allow you to extract still pictures from a video stream.. just shorten the displayed time allowed andextract the finished frame.

I have done what you are inquiring about using Windows Movie Maker.... simply freeze/pause the movie and take a snapshot. It will ask you to save the snap shot frame as a jpg.
