Sorry, did you want to know if IDE cards which give you the ability to plug more drives into the case come with DVD decoders.

If so, no.

You can buy PCI DVD Decoder cards, but with the spec's you've listed for your machine, I see little reason to do it.

Look at upgrading your graphics card and aim for one with MPEG decoding built in.

It's a 64 MB DDR Radeon.
