PCI USB card won't work for camera

I bought PCI Card that provides 2 extra USB ports, the card has no problem in running and works when I plug my USB keyboard in. But when I tried to connect the camera windows says the camera is not recognizable and "the device malfunctioned". I tried restarting, uninstalling and installing, and updating the camera driver.
(The camera has no problem connecting thru a normal USB port)
Is this XP's problem or theres just some devices that won't work with PCI USB card?

Is the camera XP compatable? Cameras are not Plug and Play like regular computer componets. You need a specific camera disk/driver for it to work. It has to also load something like Text Bridge to import the picture to a program that can recognize them. As far as the USB part of it. If you have built in USB support, you need to get a splitter instead of a PCI card. One USB port can support 127 devices.

The card is USB 1.1. The camera is XP comptable and i've been using it with XP since purchase. The problem is that my USB ports are burnt so I must instead use the USB PCI card.
