I tried to install a eVGA (nVIDIA) GeForce MX4000 PCI video card in a Dell Dimensions 2350 computer. At boot, blank screen when the monitor cable was plugged into the new card. I couldn't find a way to disable the integrated graphics adapter (Dell E551c on Intel 82845G/GL/GE/PE/GV graphics controller) in BIOS. Dell says the PCI slots are 2.2
The card requires PCI 2.1 compliant slot. What am I missing here?

A 2.2 slot shuld be backward compatible to a 2.1 slot. I'd suggest putting the card in the top slot (closest to the CPU usually) and keeping the slot next to it open.

In all likelyhood your problem is due to the fact that the on-board video is not disabled. Take a second (or even third) look in the BIOS. If you had indicated the model I, or someone else, might have been able to verify the steps for you.

I'm about to install the same card in my Dell 2300 which has 200 watts, but the card requires 250 watts. Hopefully thats not a major issue for general non-peak usage?

Also, did you succeed in getting it working?
