PC won't shut down

Hi Guys,
For no apparent reason my computer does not shut down again when i issued the shutdown command. No new software or whatsoever installed.
Please help if you can

Hi Folks, Since yesterday my internet explorer could not be opened, after every double click, the cursor looks busy and later released without opening the IE. No new program or application was install
