PC Shuts Down when Restarting

When I restart my PC, it shuts down. I haven't even got as far as installing an OS yet but my intetion is XP. When it starts it goes into BIOS, then when I exit and restart it shuts down. Could this be a CPU problem? Thanks

Dear friend, My first thought is you have selected an improper CPU speed; make sure your FSB selection is correct and your CPU multiplier also,next find out whether or not your motherboard supports Athlon XP 2200+ if not then see if a BIOS update is available because mobo manufactures do provide bios updates to support new processors.

Hi, thanks for your help. To make it easier the motherboard does support this processor, and I am quite familiar with PCs'. Also, seems that I have now overcome that problem. The problem I now have is that no matter what I try I cannot install an operating system! I have tried various OSs' and none work. They are all original by the way. I honestly have no clue what could be wrong. I've tried 3 different motherboards, removing PCI components, more or less everything I can think of. But it will still not install! It's drving me nuts, PLEASE PLEASE PLEASE someone help, thanks!!!
