PC Not Booting

This HP PC won't boot, just brings up the HP screen and sets there. I have flip/flooped the memory, hooked up the HD to a USB converter and I can read the HD. But the "Ecs - Boot menu", "F1-Setup" & "F10 - System Recovery", nothing works. Also the PC will not shut down, m\by pushing the power button. I have to unplug the power... Any thought???

Also it will not boot from a boot CD & the HD light never comes on...

A serious hardware problem. Try disconnecting all the drives, one at a time.

I know it has a hard drive, disconnect it.
I don't know if HP has part of the bios on the hard drive, if they do then you might not be able to get into the bios.

I suspect that you have a motherboard problem, since the power switch will not power the system off. The power switch actually controls power through the motherboard. Any defective device connected to the motherboard can cause problems.

What I'm trying to say is, see if you can power on 'and' off with the hard drive removed.

If not, you might have to start pulling cards.

Clear the CMOS. Also, when you say "flip-flooped" the memory, do you mean you've swapped it?

Also try swapping the power supply. It doesn't sound like the power supply to me but it wouldn't hurt to check.

Assuming the power switch is stuck, try tapping it or after disco'ing all power, then R&R it.

Assume you've tried plugging in and immediately keying up for safe start and/or the system isn't seen as loadng any driver's, have you tried removing the CMOS battery too?

Caution there as depending on the CMOS and/or the BIOS, rarely CMOS battery removals result in setting a factory pwd for the BIOS.

Ok, I have unhooked everything, DVD Rom, Modem and hard Drive. Tried to get into the Bios and it won't do anything all I get is the HP screen and that's it.. Tested the Power Supply and it tested Ok..
