pc is not booting even after insert the cd

Specs: Windows XP
System is not booting even after inserting the operating system cd. It is not recognize the cd. I have tried so many times in safe mode and other modes but no response.
System only shows the message that " windows starting..."
But not start the system.
I have change the boot device as CDROM but no response. Same prob occur many times.

Can you boot at all to an OS - be it in safe-mode or normal mode?

And if so.. is the CDROM (DVDROM?) listed in MyComputer or Explorer? And if so - then does the CD appear when loaded in CD/DVDROM and you attempt to browse it?

Also include what make and model of computer - laptop or desktop and as I say make/model? And maybe post that information here too...
