Open Task Manager and put a checkmark besides " Always on top" in the Options section. Click on Performance tab. Now open any browser and see if cpu cycles top 100%. If this is the case, then you have to switch to the Processes tab and find out what is consuming the most cpu cycle.

If it was formatted do you mean all the software was reloaded? If it did work and not doesn't, I would assume it to be a hardware issue.

Katy Perry, I'd never treat you badly.

Can you get online at all? If not your internet connection may be in trouble. You might require drivers for your network card. Try looking in Device Manger to see if any errors are showing (particularly in Networking).

I have a job to understand how clearing Event logs has any bearing on this issue.

Always pop back and let us know the outcome - thanks
