PC hangs after connecting to net

OS: Win XP Pro
CPU/Ram: 3.2GHz / 3GB RAM

When I connect to the Internet my computer hangs for about 7 minutes and I am unable to run anything. I can open folders etc though when trying to run program nothing happens then suddenly after 7 mins or so everything I tried to open starts up at once. What is going on!?!
