PC doesn't start with Olympus USB

Hi,
i've got a weird problem. My mum bought a new pc (packard bell) nice thing works good.
But she uses an olympus (ds-150) voice recorder and when i plug in the cord to connect the voice recorder to the pc before starting the pc it doesn't start up??? (hangs on packard bell logo screen)
When i pull the cord out is works fine...
The voice recorder works fine on my pc and even on my moms old Pc (P3 450mhz). Why not on the new one.
When connecting the cable after the pc is completely started everything works fine??
Can anyone help me with this rather anoying problem?? Has anyone got any ideas...

You could have a Windows XP compatibility issue.Try the DSS Player 2002 Update Version 1.5.1
