pause when opening win explorer, contr

Everytime I open windows explorer, control panel or internet explorer (there could be other programs too...), it seems like the pc doesn't do anything. But after about 10 to 15 seconds, It begins to open the windows... I tried everything but nothing works. Can somebody help me?

When you post a problem, you are suppose to state what hardware you have on your computer.
RAM, CPU, etc.
That helps people help you.
If your RAM is 128MB or less, get more.

sorry... i forgot to post that.

i have a p4 2ghz
256MB RAM
Windows XP Home Edition

i have never got this problem.. just the last 2 weeks.
