Are the folders/files being accessed locally or through a share? What type of files are they? Microsoft Office has built-in security where you can password protect files. Or, are you talking about other file types?

i have never used the programs above.. just found them by googling...
if it is a networked folder, then you can assign it permission based on computer/user

ps.. you could also zip it, and add password to the zip file (winzip for instance)
