Pashto as input language in windows XP

Hello everyone. its my first time visiting this site and this forum.
Pashto or Afghani is not yet listed as the supporting language in Windows XP, although Persian and Urdu are included as the Input languages, IME, in windows XP. I have made pashto keyboard layout and it really works very fine in microsoft products, but some how it doesnt work in Photoshop, flash and dreamweaver.

Can someone guide me for making myself able to type Pashto in those applications or make my own IME or Pashto as an input language?
