Palm Desktop not responding

I have two computers... Both computers have the program Palm Desktop on it. (Used for the palm Zire 31) and the program works on one computer perfectly and not on the other...
Here's a detailed description of the situation: The computer that it does not work on has Windows Xp home, 256 mb of Ram, is about 5 years old, and is a custom computer. When I try to launch the Palm Desktop program, the CPU usage on the computer runs quickly up to 100% and the program doesn’t use much RAM anyways. Then the entire program stays at the blank launch up screen and says not responding and the CPU usage stays at 100%.
On the computer that it works on... this computer has Windows XP Home, 512 Ram, and is a refurbished close to a year old HP. When I run the Palm Desktop program on this computer its launches immediately and the CPU usage only reaches to about 25% at max and then goes back down to the average 2%-5%. Why can't I get the same program to work on my other computer... does anyone know or can try to help me. I would appreciate it... thank you.
