Gene, Follow the instructions at the links below for your version of Internet Explorer.

GENE ODEAR, have you tried 'maximize' (middle of the 3 icons, upper right)? Sometimes F10 or F11 will yield full page, depending on BIOS involved.
If you position your cursor over the errant side border, does it become a double ended arrow? If it does, drag the edge where you want. Whichever method you use, use the 'exit' option under file (rather than the handier 'X'. Only needs to be done once.) That forces Windows to 'remember' and use the settings next time.
