I don't know if maybe there could be a virus of some sort or maybe some corrupt software, but my page file slowly fills up throughout the day. It fills completely up. I have it set at 3GB and it still fills up. Even my 512 MB of RAM is FULL.

Well you can always turn off your paging file. I would suggest checking this site out. You page file should only be 2.5 times the amount of your RAM.

Sounds like you are running some type of application that has a "memory leak". You can check how much memory each application is using in Task Manager. Press Ctrl-Shift-Esc to bring up task manager. Then go to the Processes tab. Place a checkmark in the checkbox at the bottom labeled "Show processes from all users". Then click the Mem Usage column header at the top to sort by that column. See if there is anything which is using an extraordinarily amount of memory.

I checked in Task Manager thats how i know they are full. Nothing is showing high memory usage. Thats why i don't understand why its doing this. The page file usage shows 3.0GB used and the RAM shows 8mb free. I can't even open new applications until i restart the computer.

Also there is one other thing that I notice in Task Manager. There is nearly always 100% CPU uasge at the point where the Page File starts to read around 2 GB used. Its not just one program though. Its like it randomly jumps from one program to the next using 40 and 50% of the CPU. They are normal processes like SVChost and PC Cillin ZOne Alarm or msn messenger or ad-aware or just anything. Even Winlogon and IE explorer.

Do you have this issue if you run under safe mode? If not its something you are loading during the regular boot.
You could very well have a corrupted pagefile.
Solution is to set the pagefile to NONE. Reboot and come up in safe mode so you don't load all the crap. Defrag the drive. Recreate the pagefile but according the MS recommendations of 1.5 x ram [not 2.5 - where do people get this stuff?] which will put it at 768meg.
Sure sounds to me like you are port trojan infected.
You have run spyware and av checkers right? Run chkdsk /f on the drive?

Yes I ran spyware and virus checks. The problem seems to have haulted now. Though I'm not exactly sure whether it was the re-configuration of the page file or doing the virus scans. My CPU is still peeking out and my system lags on human controls such as changing window to window or after i load a page on the net, the page freezes for about ten seconds then is browsable. Kind of defeats the purpose of Cable internet for browsing purposes that is.
