When I try to sign up for hotmail the encoding of the page changes and it is not english anymore. when I try to browse other web pages, the encoding is still not english and I have to switch off Explorer to get the charecters back to Englsih. If I try to sign up to hotmial, I get the same problem again. How can I fix this problem?

Hey you may try this
Internet Explorer>Tools>Internet options>Language>add/Remove US English/UK English.
Then go to the Option Fonts>Make it Latin Based>Then select any font you might prefer.

Try Tools / Internet Options
Click Languages button at bottom
Make sure English is at the top of the list
