Packets of data unequal ratio

Specs: Windows XP
I'm using a Motorola WiMAX 802.16e CPE, and im subscribed to a limited downloads package. my problem is that the packets of data sent thru my connection are nearly always greater than the packets of data received, due to which i can only avail nearly half of the volume available to me.
i have used different other connections before as-well, in all of them the packets of data sent used to be far less than the received. please tell me what might the problem be and how i can fix it.

Awesomatica, SWAG, sounds to me like there's a limit on size and the data being sent exceeds the limit. Can you alter the size limitation? How about having the sent data broken into correct sized chunks first? What if you were to have the data sent to an online storage site (there're several free ones - Google for them) for later download?
