What computer is it, you are dealing with, Laptop or Desktop computer?

Are all fans are working correctly.
If it's a desktop PC, you may have to open the case, to clean the heatsink and the fan of the processor.
If you haven't done this before, it's better to contact a professional tech for that.

Try blowing the dust out of the cooling vents.

When you start up your computer, go into BIOS by usually pressing F2 at the very first screen you see. Then go to either the page that manages power, or the CPU page. It should have something like Smart CPU. That should be enabled. If not, the CPU runs at full speed overworking your fans. Enabling it would just be letting the CPU slow down when say, you leave the computer alone and are not doing anything on it.
