It sounds like there is already an Outlook running. It may have crashed but the application is still there. Go to the task manager and look to see if there is an Outlook running under the TASKS tab. If so then end the task.

Be aware that you may have to repair the PST file after doing this. Outlook should prompt you to do a repair the next time it starts. If not then all is good.

start by backing up any important files
do a chkdks /f on the disk
run disk cleanup and then defrag the drive
now try to run outlook

Control Panel
Data Files

What's listed there? Make sure the file is actually located where Outlook is looking.
