Outlook is VERY sluggish, HELP!

We have several Windows 98 machines and we just installed Microsoft Outlook on our systems to handle our email (we eliminated a more generic email program that was very buggy), however, since we have upgraded, when users go to access their address book and add contacts to an email, their system almost locks up, it takes FOREVER to add contacts. Other things that we do will also seem to lock the system up. This problem is consitent with all the computers on our network (10 computers total).
Does anybody have any troubleshooting ideas for this? Thanks, in advance, for your help.

What version of Outlook? Is it Outlook only, or the full MS Office package? What's the CPU speed of your computers? How much RAM is installed? Do you have an email server? If so, what application and version?
Basically, you'll need to give a lot more details in what you've got.
