I got trapped into fixing my mothers dell last night. A couple weeks ago, she asked me to install outlook,, no problems
I set it up, imported from outlook express and I was done.
When I looked at it last night, Her outlook could not find the smtp server. So nothing could be sent. In looking at it,, her outlook express had the exact same settings, but could send emails.
What is different about outlook that it has this problem,, while it appears that using the same connection, and the same server settings, outlook express can send.

You might have to check to make sure that you have the correct server information in the e-mail account. In Outlook 2003, look under Tools - E-mail Accounts - View or change existing e-mail accounts, click the Change button, and see if the info for outgoing mail (probably the SMTP Server) is correct. If you are not sure, you may have to check with the ISP.

she might have accidently added it to the firewall's list of programs to block internet access to.

this would explain same settings as in OE but still doesn't work.

You may have to go the account page, choose the account in question(if there is more than one account) and authenticate the outgoung server. After selecting the account click Change and then More Settings. On the Internet Email settings page click Advanced. Tick the box that says "My outgoing server (SMTP) requires authentication". Click OK and see if that helps.
