Ok This is a long Story. A friend of mine Seems to have a problem Sending an email with an attachment of any size it Times out. At first Thought it was USB for Road Runner So Went to Ethernet. Then We tried to Upgrade to XP Didn't Fix it Either. This is not ISP related I don't believe does it on multiple isps. It is not mail server does it on Any. This is with Outlook Express or Eudora. Have manually Extracted / Repaired Winsock files. Deleted all mstcp / winsock/ Outlook Express Settings out of the registry, and Repaired. Still no Fix.
