I've been having a problem with my outlook express. It takes about 30 secs to startup. And I recall changing something in the registry about hangtime for certain applications. If someone could help me I would gladly appreciate it.

I had the same problem, but it was due to another reason.
I had disabled Windows Messenger because I never use it. The other day I ran an update for Messenger by mistake (I really didn't need to do that), and afterwards Outlook took from 30 to 45 seconds to open each time I used it.
When I realized what I'd done, I emptied the Messenger folder under Program Files. After that, everything went back to normal.
Now, Outlook opens as fast as it used to.
