Outlook Express Error

OS: Win XP HE
CPU/Ram: P4 intel 2.8 MHZ 512MB

Hi:While I checked My Email
Outlook Express produce the Following Error:
The host Pop..Blah Blah..Could not be Found please verify that you have entered the server name correctly
Account "Pop Blah Blah..
Server : "Pop Blah.Blah ..
Protocol :pop3
port 995 Secure (SSl) :Yes Socket Error :
11004 ,Error Number :0x800CCC0D
I have Checked all the Information in my mail
and all of them Correct
also I have Tried The WinXP System Restore But it Failed To do any Restore (Turn Off System restore & On it doesn,t work also )
On the Other hand I have tried the Sfc /Scannow But it Seems like it Won,t Work Under Windows XP Home Edition
also I disabled my Firewall & my antivirus incase the Blocked my Outlook Express Still nothing
Ps:I do not think the problem Related to my ISP Provider Because my Other Computer Work & Connected to the Internet Fine..

Hello:Many thanks
As I mentioned I tried most the Solutions
with no joy
also I do not like to format my HDD To Correct the problem with WinXP System restore
Btw:maybe Upgrading WinXP Home Edition to WinXP Pro will restore & fix the problem without loosing any data.
