Dear group:
There are two users on my computer. When Laverna logs on Outlook Express opens fine. But when I log on and try to use Outlook Express I get two error messages.
"Outlook Express could not be started. The application was unable to initialize the global options manager. Your computer may be out of memory or your disk is full. Contact Microsoft support for further assistance. (0x80004005)"
and the other message is...
Outlook Express could not be startd because MSOE.DLL could not be initialized. Outlook Express may not be installed correctly."
Now this is really strange. OE works when Laverna logs on but not when I log on.
What is the problem?

You could try uninstalling and reinstalling Outlook Express. To accomplish this, go to the Control Panel > Add/Remove programs, then to Add/Remove Windows components and deselect Outlook Express. Reboot and repeat the procedure to reselect and reinstall it.
It might be a good idea to save your emails first. But I have done it and not lost any.

That KB Article suggests this is a Registry setting that effects the machine; not individual accounts.
I'd first suggest recreating the local profile for the OP's account.

If the above suggestions do not work, a System Restore to before the problem cropped up, should fix it.

System Restore did not work and I went back as far as I could. Since it did not work I restored the computer to the current settings. If I follow you uninstall/reinstall OE from the add/remove control panel will that uninstall/reinstall my OE account only or will that uninstall/reinstall both OE accounts? Thanks!

I thought when I delete and recreat my computer account/profile it wipes every thing that I have done. I thought when I did this all my data and programs and things on my desktop would be gone for good. Are you sure this is safe? And how do I "computer account/profile?" Thanks!

First, I'd recommend moving all data to a separate partition if you have one. If not, create another folder on C (NOT in Documents and Settings) and move your data there. Data/files should not be stored on the desktop for the very reason that if your profile gets corrupt and is unrecoverable, you'll lose all of those files.
THEN, login with an Administrator account. Rename your profile in Documents and Settings to user.old (adding the .old). THEN, log back in with your regular account. A new profile will be created.
Your account is not changed in any way.
After recreating the new profile, run OE and change the location of the mailboxes to your new data folder. You can either log out and log back in with the other Administrator account, or if your account is an Administrator account, copy the mailboxes from the old profile to the newly redirected Data folder, replacing the ones that were just created.
