outlook express & CF card reader

XP(home) does not always recognize my InageMate USB CF card reader. XP usually recognizes the CF reader only once via My Computer. When XP doesn't recognize the card reader for the 1st time, then I can't open Outlook Express 6. I supect this might be happening when I use my DVD drive too. I can still log on the internet (cable modem) but can't open my email. The only way I can restore Outlook Express and have HP recognize my CF card reader is to restart the computer. That process then takes about 12 minutes to complete. When I'm not having the email problem restarting the computer takes only about 1 minute. I can go days with email service but not after using the card reader one time or so. Any help is greatly appreciated.
