Outlook 2003 goes offline

On our network we run server 2003 with exchange and windows xp machines with office 2003. Sometimes, outlook clients will revert automatically to offline status. When work offline becomes unchecked they can connect again. Why do they go offline...and if they are offline can they receive email and send or does it sit in outbox status until they reconnect? Thanks.
