Outlook can be repaired , don't have a link for 2003 , but these may be the same .

How to Repair Outlook 2002
Open Outlook 2002
On the Help menu, click Detect and Repair. If you do not see this menu item, click the chevrons at the bottom of the menu to display the hidden menu items.
In the Detect and Repair dialog box, click Start.
Click OK, and then restart your computer.

Repair dos'nt work , try Cleanviews

To apply the Cleanviews switch, follow these steps:

1. Make sure Outlook is closed.
2. On the Start menu, click Run, and in the Open box, type the following command:
outlook /cleanviews or outlook.exe /cleanviews (You must have a space after “outlook” when typing the command.
3. Click OK. Outlook will start without the previous error.
In some instances, it may be necessary to run the switch a second time. Additionally, some customized views may need to be recreated.

Another possible .

Start Outlook with the /safe command line switch .
In the Start Menu > Run dialog, type the following:
"c:\Program Files\Microsoft Office\Office\Outlook.exe" /safe
You may need to change the path to point to your Outlook.exe.

If Outlook starts up, then the most probable cause for your problem and the possible fixes are:
Corrupt messages in your Inbox.
Remove the first and last message in your Inbox
